What a haircut costs in Seoul in 2026 — the official average is ₩24,462, and here's why you'll be quoted ₩50,000

Korea is one of the few countries where the government publishes what a haircut costs. The Korea Consumer Agency's price portal, 참가격, surveys salons city by city every month. Its June 2026 figure for Seoul: ₩24,462 for a women's cut, ₩13,231 for a men's — up 3.3% and 5.5% on a year earlier.
Then you walk into a salon in Gangnam and hear ₩50,000. Both numbers are honest. The gap is rank, neighbourhood and add-ons, and it's readable once you know the pattern. Seven things to know before you sit down.

Nationally the women's cut averaged ₩19,558 in August 2025 — Seoul runs about 20% above the country. The survey covers ordinary neighbourhood salons, not the flagship shops on the main streets, which is why your quote will be higher.
- 02Prices have climbed about a fifth in five yearsThe consumer-price index for hair services went from 100.55 in January 2021 to 119.56 in January 2026, an 18.9% rise, by Statistics Korea's data. The national women's cut is up 23.9% since 2020. Salon owners point to staff wages, rent, and the cost of perm solutions, dyes and shampoo — so a price from a 2023 blog post is out of date by about ten percent.
- 03The market has split in twoAt the bottom, volume chains cut men's hair for ₩5,000 and women's for ₩10,000, fast and without conversation. At the top, salons charge ₩40,000 to ₩59,000 for a cut. The visitor-first salons in Gangnam, Hongdae and Myeongdong live at the top end — that's the ₩50,000 you'll hear, and it isn't a tourist price, it's the price of that tier.
- 04One cut, three prices: it's the stylist's rankKorean salons price by who holds the scissors — designer, chief, director, in rising order — and the top rank can be double the bottom for the same cut. The complaint that made the news: a customer asked for a cut and was charged ₩60,000 for a "director's design cut". On millio, a place with rank pricing shows every rank's price on the booking page, and you choose the stylist before you send.
- 05The add-on is where the bill doublesThe other complaint in the same report: went in on the posted price, was talked into a better product, paid twice as much. Products, treatments and "clinic" steps are priced separately in Korea. Say what you want done and ask for the total before they start; if the stylist suggests an upgrade in the chair, you are agreeing to a new price, so get the number first.
- 06No tip, and the tax is already inKorea has no tipping — the price on the list is the whole price, and it includes the 10% VAT. Nothing to add at the counter, nothing to claim back at the airport for a service. Compare it with home on that basis: a ₩50,000 cut is ₩50,000.
- 07Book by rank, not by neighbourhoodIf you want a good cut, a designer at a well-reviewed salon is the average-plus price. If you want a specific senior stylist's name, budget the director tier. Either way, offer up to three times and let the place confirm before you pay — nothing is charged until they do.
